TEXAS LIONS FOUNDATION HISTORY AND GROWTH

The idea of a Foundation owned by and for the benefit of the Lions of Texas was the foresight of PID Edwin H. Flood of Amarillo. Lion Ed was successful in selling the idea to the 1983-84 Council of Governors. This Council of Governors approved the Articles of Incorporation and the Texas Lions ratified it at their 1984 State Convention.

A preliminary meeting of the Foundation was held in Kerrville the first weekend of August, 1984. The first organizational meeting of the Foundation was held in San Antonio on November 3, 1984 where the Constitution and By-Laws were adopted and PID Ed Flood was elected the first Chairman. Ed Flood carried the Articles of Incorporation to Austin and the Articles were approved by the Secretary of State on December 4, 1984. The Constitution and By-Laws were ratified by the Texas Lions at their 1985 State Convention.

On December 31, 1984, the Foundation showed a bank balance of $16,006.24 with $6,304.50 in Accounts Receivable and $1,221.60 in Accounts Payable. At the end of approximately one year of operation, the net worth of the Foundation was in excess of $21,000.00. All of this money was derived from the sale of Lions Mints.

The mints were bought from F & F Laboratories in Chicago. They are specially prepared and packaged for the Lions of Texas and purchased at a cost of 9 1/2 cents per roll. The mints were sold to the districts for a profit to the Foundation of 2 1/2 cents per roll. This 2 1/2 cents per roll remains in the Foundation Trust Fund and will continue to benefit Lions projects.

From the sale of mints continues to grow and as of this date an amount in excess of $150,000 has been placed in the Trust Fund. The Foundation is structured so that only interest from the Trust Fund can be used for grants. The Constitution and By-Laws specifically state how this money can be spent. It states the Trust Fund Corpus may not be spent for any purpose. Only the interest Funds of the Foundation may be expended by the Board for grants by the Foundation for the following reasons:

1. To promote any charitable activities sponsored by the Lions of Texas.

2. To Support the Texas Lions Camp.

3. To Support any Lions International program.

4. To help defray costs of any designated disaster.

It further states that the disbursement of Foundation funds in the amount of Two Thousand Dollars ($2,000.00) or less shall require a two-thirds (2/3) vote of the Executive Committee or a majority vote of the Board of Trustees present and voting; disbursement of Foundation funds in excess of Two Thousand Dollars ($2,000.00) shall be made only on approval by a two-thirds (2/3) vote of the Board of Trustees present and voting at such meeting.

To date the Foundation has made several grants including fourteen during the Lion year 1998-1999 Application for a grant can be made to the Foundation in writing stating the purpose and benefit of the grant requested. As much detail as possible should be given in the application so that the Trustees can make an intelligent decision. The total amount presently in the Trust Fund Corpus is approximately nine hundred and sixty thousand dollars ($960,000). Therefore, approximately forty-five thousand dollars ($45,000) will be available each year for grants and operation of the Foundation. Application forms are available and should be submitted to the District Governor, Trustee, PID Edwin Flood, or PCC Jack Harris, who are listed in each District Directory.

For the first four years of its organization, the Foundation did not actively solicit any donations from Lions or other individuals. In 1988 the Foundation established several award categories that has helped entice individuals and clubs to contribute money to the Foundation.

– Karen Stagner is setting up a meeting with Texas Lions Camp Director Dick Chapin and Susie Marek with HOCTIL to start the search for 2024 Camp Candidates.

– CD Rates at Cadence Bank – Karen Stagner motioned; 2^nd by James Harrison; to take the money from our investment accounts and put into 18 month 5% CD’s with Cadence Bank; after discussion – motion passed, with John Corsi abstaining.

– Creating Committees – John Corsi created a listing of suggested committees (handout) each member will have a chance to sign up to be part of the Team Committee for one or more of the events listed. Every member of the Club will be on one of the Committees. Sign-up sheet will start being passed at next meeting.

– LCI Club Excellence Award – PDG McCleaves has submitted our application. LCIF donation may hold us back – minimum donation is $5 per member. The Board discussed why the Club discontinued paying the LCIF member donation years ago; after discussion, Jon Fontenot motioned; 2^nd by Mike Matthews to re-start paying the $5.00 donation per member/per year – motion passed.

– SPOT/LEAD – The Board discussed the District SPOT/LEAD suggested donation. After the Back to School with God event, many of the Club members are interested in Vision Screening Certification. James Harrison motioned; 2^nd by Mike Matthews; to re-start paying the $4.00 donation per member/year – motion passed.

– LEO – Leadership, Experience, and Opportunity – Jon Fontenot motioned; 2^nd by Karen Stagner; to support the creation of a LEO Club at Belton Middle School – $100 per year. Brett Beamesderfer (Lion Sponsor) and wife, Carla Beamesderfer, will be the coordinators.

– James Harrison provided a copy of an old BUDGET and suggested that the Treasurer generate a suggested Budget for the Club. Jon Fontenot will put it together for the next Board Meeting.

New Business:

– Program Speakers – (handout) Suggested Program Topics – discussed “topics” as suggestions for programs.

– Membership Milestones – establish guidelines for systems and policies. The Board agreed that Milestones will be in five (5) year increments; starting at 10 year membership. Several members will explore options for Milestone awards to present at the next Board Meeting.

– January Fundraiser Cruise – James Harrison requested to the Board that if other Clubs sign up for the cruise, our Club would give their Club the fundraiser money. After discussion, it was motioned and 2^nd to give 50% of the outside Club’s cabin fundraiser funds to the other respective Club. Clarification: $28 per person/per cabin has been added to the listed ticket price; Carnival will match with $28 per person/per cabin = the outside Club would receive $28 per person/per cabin booked/traveled – after our Club receives the money from Carnival and Your Travel Agent.

Lion Christa Strang and her family are lifted up in prayer. Prayers for Lou Griffin who recently had knee replacement; then fell and broke his hip. Congratulations to Mac Hickerson regarding the UMHB announcement to name the new Golf Complex after him and his late wife, Jane.

MD 2 x3 District Cabinet Meeting, August 12^th, Hillsboro – President Keith Cook and Secretary Karen Stagner will be attending – We can promote the Lions on the Leon Event to all of the Clubs in our District.

Lions on the Leon Picnic in the Park, October 7th – The October 7^th planning meeting was postponed … new date to be announced.

Program: Lion Dick Chapin, Texas Lions Camp – and donation check(s) by BLC and Lion Dwayne Williams. Camp Director, Lion Dick Chapin presented a slide show about the history of the Texas Lions Camp (chartered in 1949), to where we are today. https://lionscamp.com/ Thank You! 2024 Camp work days: 1^st Saturday in March, April & May. During Camp best visit days on Friday Graduations!

After the Presentation: Lion Dwayne Williams presented Lion Chapin with a check donation to Texas Lions Camp; and the Club also presented a check donation for the Camp.

Board Meeting Recap:

Dwayne Williams expressed that they want to make a donation to Texas Lions Camp. The Board voted to make a $500 donation to the Camp; to go along with the donation from Dwayne Williams. Camp District Director Dick Chapin will present an update on the Camp on August 10^th, where we will make the donations. The Board also voted to sponsor a child to the 2024 Texas Lions Camp.

John Corsi suggested that starting January 2024, we distribute a list of all committees; then, each member may choose which committee they want to help. John Corsi will provide a list of events and committees (work groups) to get the process started.

Treasurer Jon Fontenot has set up the Club with a Square account. Dues can now be paid through Credit Card.

Back to School with God Event, July 29^th, (this coming Saturday), Yettie Polk Park, 9am-1pm. Temple Lion Wilkey will do the eye screenings. Belton Lions will help with “serving” the hot dogs, chips & drinks. Wear your BLC t-shirt. New Business:

– Dwayne Williams would like to make a donation to Texas Lions Camp. Club Secretary will invite a District Representative to the Camp to speak at the August 10^th meeting; and the Club will present a $500 donation check to the Texas Lions Camp; along with Lion William’s donation. Motion to make a $500 donation made by Jon Fontenot; 2^nd by Mike Matthews; approved. Club Secretary will also reach out to HOCTIL to about sponsoring one of their children with special needs to next year’s Camp that begins in June – approved by the Board.

– David Shaw – Deployment bags are requested for our Adopted Unit – tabled until Lion Shaw is able to provide details.

– CD Rates at Cadence Bank – maybe move some $$ to CDs. Cadence Bank is offering 8 month and 16 month CD’s at 5.00% and 5.25%. Danny Dossman motioned that the Club move savings money to CD’s; Jon Fontenot will get with David Shaw (current contact on savings accounts); 2^nd by Mac Hickerson; approved to move forward with tentative start date after next Club meeting (John Corsi abstaining)

– Creating Committees – John Corsi suggested that starting in January 2024, we distribute a list of all committees; then, each member may choose which committee they want to help. John Corsi will provide a list of events and committees (work group) to get the process started. New members may choose a work group, or accept an assignment.

Old Business:

– LCI Club Excellence Award – We are waiting on District Governor to approve – only hiccup might be because we haven’t made an LCI Foundation donation. Club Secretary will reach out to PDG McCleaves again.

– LEO – Leadership, Experience, and Opportunity – Brett Beamesderfer is planning his program on the Leo Club – his speaker on the LEO Club will be Carla Beamesderfer.

– Flag Program: There are only 2 program participants that have not paid. Christa Strang recruited 3 new participants today!

– Credit Cards – Jon Fontenot – update – Square – Jon Fontenot can set up a Square account for the General Account; then if money is for the Foundation, he can transfer the money. Money can be moved from the General Account to the Foundation Account – but, not the other way. For events, we will have the portable ATM; so we will not need the CC availability on-site. Jon can monitor the account on his computer; but he cannot put the Square app on his City Phone. Dues can be paid through Credit Card – Club Secretary will provide a Credit Card Authorization form and Jon will “key” the information into the account.

– Picnic in the Park / Wacky Boat Race Expenses – update – Christa Strang and Danny Dossman – Thank you to Mike Matthews and Chris Gregg, the boat is stored and wrapped. Work Group meeting is scheduled for Monday, July 24^th, 6pm, Danny’s – Publicity, Sponsorships, Vendors, Food Trucks, Car Show. Picnic Work Group meeting is scheduled for 1:30pm, Thursday, July 27^th (right after the regular lunch meeting) at the Belton Chamber. Putting a Banner at the Park – Karen will email Matt Bates for process and authorization. A banner to place over Central Avenue would cost $750.00 – Will get with Judy Garrett about the banner. The new colorful, fun poster is ready – just needs a few tweeks and add-ons – once completed, we’ll move forward with the billboards. We’ll plan for a Press Conference in August – with the Ship set up – inviting radio, tv, newspapers, etc.

Program: Reese Davis invited Jason Deckman, City of Temple, to give a presentation on the “Rails to Trails” project – Georgetown Railroad Trail using abandoned tracks to create a concrete trail from Temple to Belton. Interesting project, details, artist’s sketches and maps. Thank You!
